The E&N Railway Corridor intersects 14 First Nations territories. EV Island's pilot program is designed to create a framework that any Nation along the route can adapt and replicate.
In 2023, the Snaw-naw-as First Nation won a landmark BC Court of Appeal case that returned their portion of the E&N corridor. The land is now under the Nation's control. Their success shows what Nation-led stewardship of the corridor can look like.
EV Island's role is to support Nation-led pilots, on each Nation's terms.
Vancouver Island and the Gulf Islands are already proving that low-cost, low-speed electric vehicles work — on BC roads, under BC's own Motor Vehicle Act. What's missing isn't demand, community will, or a workable operating framework. It's supply: the affordable, purpose-built Neighbourhood EVs the world is already building aren't yet reaching Canadian roads.
EV Island is preparing a federal request, with a First Nation partner, to pilot affordable EU-certified light EVs under a limited, time-bound exemption. It doesn't create a new vehicle category, and it doesn't change a single existing BC rule — it simply opens the door to more affordable, purpose-built vehicles for communities to draw from.
Vehicle admissibility is federal jurisdiction, regardless of whose land a vehicle ends up on — which is exactly why this particular Pilot is being pursued at the federal level.

A limited, time-bound federal exemption — capped in vehicle numbers and led with a First Nation partner — would allow certified EU light electric vehicles to be imported and demonstrated in the community.
The Municipal BC NZEV Pilot unlocks where Neighbourhood Zero Emission Vehicles can legally operate, while the First Nations Federal NEV Pilot opens the door to importing EU certified light EVs, benefiting both Pilots.
New residential sites utilizing the latest solar generation, V2H (vehicle-to-home) charging, and clean energy technologies. Housing is a top priority for most Nations along the corridor.
Longhouses, gathering spaces, and cultural programming facilities — built with the latest clean energy technologies integrated from the ground up.
Stores, markets, artisan spaces, eco-tourism facilities, and NEV education and clean energy demonstration centres — enabled by pathway connectivity.
Constructed wetlands, riparian planting, flood-drainage restoration and carbon credit opportunities.
